ISO 9001:2015 改版进程

After the year 2000, ISO is again working on a big revision of the leading standard on management systems, that is ISO 9001. 

The next issue is expected to be published in 2015.

Now the first public version is available, as ISO/CD 9001:2013. 

2000年之后，ISO再一次做一个关于管理体系的领先标准的巨大修订，这就是ISO 9001。下一次发行预计在2015年出版。现在第一个公众版本是可用的，例如 ISO/CD 9001:2013。

There is still a long way to go in the development, 

since only now it is now the first opportunity for a wide community to comment on the work being pursued.  

Still the content might change significantly before the final consensus in the community of world-wide users of the standard is reached.

The first meeting of the responsible working group ISO/TC 176/SC 2/WG 24, Revision of ISO 9001, was held in Bilbao, Spain, in June 2012. 

One year later and with only two more face-to-face meeting of the group agreement was reached to release the first committee draft.

Before turning to the changes, it should be stated, which items remain unchanged: An important continuity is laid down in the scope of the standard – it is unchanged, and therefore topics such as efficiency and TQM remain also further outside of the scope of the standard. 

Also it remains one single standard applicable for all types of organizations, so not taking into account calls for making lighter or more advanced versions of the standard. 

在改版之前，主要条款并没有变化：这是一个重要的连续性, 标准的范围也不做改变，有关一些效率和TQM(全面质量管理)的话题维持着在标准范围内的进一步发展。同样ISO9001仍保持是适用于任何组织形式的质量管理标准，而没有去考虑将此ISO9001标准发展为更为深入或者更局限性的只适用某些组织的标准。

Still the standard is changed in a big extent. One of the main sources of change is the application of ISO Directive Annex SL. 

This document defines a common definition and a common structure for all new ISO management system standards and revisions to existing standards.

 It also ensures there is common core text in those clauses in all management system standards.

The common framework defines ten sections:

3. Terms and definitions: reference to the common terms outlined in Annex SL as well as any specific terms for the standard

4. Context of the organisation: understanding internal and external issues, identifying relevant interested parties, management system and its scope.

5. Leadership: Top management leadership and commitment, policy, organizational roles, responsibilities and authorities.

领导：最高层的管理领导和委任，政策，组织角色，责任和权力；

6. Planning: Actions to address risks and opportunities, the relevant standard objectives and plans to achieve them.

7. Support: Resources needed for the relevant standard, competence, awareness, communication and documented information.

8. Operation: Operational planning and control.

9. Performance evaluation: Monitoring, measurement, analysis and evaluation, internal audit and management review.

The current draft ISO/CD 9001:2013 is drafted according to this new structure. 

The draft, which can be purchased at BSI via Internet webshopalso gives some insights to where the standard could change in its core content.

In addition we add some comments on new requirements and concepts found in the standard:

    Process approach: The processes approach is strengthened. 

The major requirements are collected in section 4, providing a compact set of clauses and giving a very useful framework for implementation.

    The risk based approach is a key new concept in the published draft. Consideration of risks is integrated in many instances: 

in the process approach, leadership and very strongly in the planning section: actually the system provisions must be appropriate to 

the risks related to conformity and customer satisfaction and also enabling the organisation to take opportunities.

    Documented information: instead of defining specific terms (such as records or documents) the generic term of 

documented information is used with the intention to give more flexibility for users, but being less precise.

    goods and services: The draft intends to be more suitable for service industry. One signal in this direction is the change of wording – from product the term “goods and services” is introduced for discussion

    Development: The development section has been changed significantly, making it easier to take in account different approaches to innovation ....

The next steps of the project, as far as they are planned but subject to possible changes, are the further consolidation of the draft, 

so that a first official “Draft international standards” should be available in the first half of 2014. 

The final draft should be presented during latter 2014 and the revised standard around one year later.
